Stonington grand list returns to normal growth

Stonington — The town’s grand list for 2025 showed typical growth after the previous year’s minimal increase, according to Tax Assessor Jennifer Lineaweaver.

The grand list, including real estate, personal property and motor vehicles, increased by 1.2% to just shy of $4.2 billion as of Oct. 1, 2025.

“In non-revaluation years, an overall grand list increase of 1-2% is pretty standard for the town,” Lineaweaver said Wednesday.

The $49.5 million increase marks a return to expected growth after legislative changes to motor vehicle assessments drastically impeded growth for the 2024 tax year.

“Last year, all towns in Connecticut saw their motor vehicle grand lists go down due to the new methodology implemented by the state,” she said, explaining that last year’s 0.68% growth was the result of a single-year impact.

Motor vehicles were previously valued according to their retail value, or the price the vehicle would bring on the retail market if it were in very good condition. Beginning with the 2024 tax year, motor vehicles have been valued according to the manufacturer’s suggested retail price with depreciation at a fixed annual rate.

The change meant that the town saw a 12% drop in the 2024 motor vehicle grand list.

“This year, our motor vehicle grand list was up 6.3%. Moving forward, I anticipate that motor vehicle lists across the state will stabilize and the fluctuations will not be as a drastic as the last two years,” Lineaweaver said.

The town’s top 10 taxpayers are:

2. Senior Living by Masonicare, $29.8 million (based on estimated payment in lieu of taxes)

3. Mystic CT Senior Property LLC (Stone Ridge & ROC Seniors), $26.1 million

4. Mystic Apartment II LLC, $19.9 million

5. Mystic Seaport Museum (Delamar Hotel), $15.1 million

6. DDH Hotel Mystic LLC (Hilton Mystic), $14.1 million 

7. Aquarion Water Co., $14.1 million 

8. VIII-HII Whitehall Avenue LLC (Residence Inn), $12.4 million 

9. Mashantucket Pequot Tribe, $11.7 million

10. Mystic Apartments LLC, $11 million
